**What You Will Be Doing**
Director of Pre-Construction Services is to act as a key leader for estimating, scheduling, and design management, coordination and delivery of preconstruction services for various government related pursuits and construction projects. Reports to the Vice President, has primary responsibility for all preconstruction activities on a variety of projects ranging in size and complexity, including developing preliminary budgets, value engineering, preconstruction schedules, procurement plan, prequalification of subcontractors, detailed take-off and estimating, definition of bid package scopes, the subcontractor/supplier bidding process, evaluation of bids, presentation of detailed estimates of the work, evaluation of alternatives and comparative studies, assists the Project Manager in buying-out the project. Manages and is responsible for the work of Estimators, Estimating Engineers & Assistant Estimators where assistance is needed to meet the preconstruction schedule. Is responsible for the protection and promotion of the clients interest This role also includes, providing support to management for the various phases of project activities including; development of scopes of work for subcontractors, studies, supporting multi-functional project execution teams on Front End Engineering & Design/Basic Engineering, Detailed Engineering, Procurement, and Construction. Directly manages the preparation and development of proposal estimates in response to Requests for Proposals. Other duties may be assigned when appropriate, including sales support through the ability to formulate and lead project pursuit activities including developing and maintaining business relationships with new and existing customers; receipt and analysis of request for proposals; proposal preparation/submission; and contract negotiations. Previous federal government experience in firm fixed price and cost reimbursable contracts is required, and experience with Design/Build and Bid/Build pro
**What You Need for this Position**
The Director of Pre-Construction will manage the preconstruction division for clientsFederal Solutions by establishing and defining the preconstruction organization, staffing requirements (estimators, design managers, schedulers, and administrative support), and ensure coordination with supporting organization managers to meet current and projected workloads. The preconstruction manager will develop and ensure adherence to approved processes and procedures of the preconstruction organization, develop long term strategies for the division in order to support the development of estimates for proposals and management of design in support of the project execution. Additionally, the preconstruction manager will track monthly costs for all active preconstruction assignments and proposals accomplished by the preconstruction department to ensure adherence to both annual and proposal budgets, manage and supervise the work of subordinate members (estimators, design managers, schedulers, and administrative) support staff.
The Director of preconstruction will ensure all division staff personnel are adequately trained to perform their assigned tasks/roles, ensure estimators and design managers understand and use approved estimating, design management, and project management software in support of proposals and awarded projects. Identifies and implements technology in order to improve efficiency and remain competitive in the design and construction industry.
Key and crucial roles the Director of Pre-Construction are required to perform include, coordination across functional areas within the organization, ensure estimates are accurate and encompass the requirements of the Requests for Proposals (RFPs), perform reviews and analyzes RFPs to ensure all risk items, contracts terms, and conditions are identified, evaluated, reviewed with senior management, and accurately captured in the estimates in order to mitigate risk to client
analyze cost models during proposal preparation and design development of awarded contracts, ensure estimates include the necessary general conditions to ensure all costs are adequately covered and are not excessive in order to remain competitive.
The Director responsibilities and duties include, ensuring progress measurements are in place for development of proposals, foster and develop subcontractor base for proposals, create realistic and detailed schedules for all proposals and designs, provide support to operations during the development of straw-man schedules for project execution and change orders. The Director will also assist in pre-qualifying all bidders/subcontractors and ensuring they are vetted and capable of performing solicited work, and provide detailed scopes of work to bidders.
The Director will provide support to Business Development and support the Capture Team and/or project management team for presentations to the client. Additionally, the Director will organize and lead the transition meeting between the project operations team and the preconstruction team in addition to ensuring coordination and follow-up meetings are performed in order to ensure the success of the project. Occasional travel to attend business related matters will be involved to meet with new and existing clients, attend business related conferences, and provide support to the projects.
The Director of Pre-Construction is a key component to ensuring that Client is successful in winning work and ensuring the proposal are accurate and complete i.e. cover the costs associated with meeting the requirements of the RFP.
Basic Job RequirementsBachelors Degree - Construction Management, Engineering or equivalent.
Twelve (12) years of work-related experience. Requires a minimum of 8 years of construction project management experience.
Previous Government contracting experience.
Previous experience with firm fixed price construction projects.
Understanding of traditional preconstruction services for Construction Management work as required by various contract agreements; these will include budget control, estimating, value engineering, constructability review, front end documents, bidding, procurement and preconstruction schedule management.
Knowledge of building construction, materials, systems, market conditions and trade practices.
Conceptual ability to work with minimum information and Quickly develop an understanding of the Owner/Architect requirements.
Demonstrate imaginative, innovative and succinct approach to a project.
Management of staff required for preconstruction services to produce work products such as estimates, design management, and constructability reviews to meet RFP and contract requirements.
Experienced in providing leadership, goal setting, assigning work, managing quality-work product, meetings, communications with team, and successful delivery of services.
Communicates frequently with Capture team.
Experience reviewing RFPs, project plans, requirements, and specifications.
Has worked with Project Manager staff during all phases of design and construction to ensure estimates meet projects requirements.
Reviewed estimates to ensure accurate takeoffs, material pricing, and understanding all bid documents and project risks.
Experience preparing bid packages for subcontractors and analysis of proposals from subcontractors and suppliers including scope defining proposals from vendors and/or subcontractors.
Actively participated in design meetings in support of the Project and Design Manager with owners and architects during the design development phase.
Implement training and development programs to improve the preconstruction process and promote individual professional development.
Project or unit management experience in international locations and diverse cultural environments is recommended.
Successful completion of multiple project assignments in a significant role, at least one of which must include a medium ($30M) or large-sized project ($100M).
Knowledge of Design, Engineering, Procurement, Material Management, Construction and Commissioning, work processes, sequencing and interfaces.

Ensure overall responsibility for accuracy and completeness of Total Project Estimate.
Conduct initial analysis of drawings and specifications to ensure required documentation is complete and available for Project Cost Estimate.
Attend pre-construction meetings; organize kick-off meeting and provide kick-off sheet meeting minutes to estimating staff to begin the estimating process.
Coordinate document distribution to estimating team through technical assistant staff to ensure dissemination and coordination of information that affects overall estimate.
Manage the development key vendor list and database of subcontractors and suppliers is current.
Monitor the time and cost of estimating assignments to ensure internal departmental costs are accurately managed.
Coordinate estimates for the cost of estimating department man hours in response to RFPs for preconstruction service.
Manage time and cost of pre-construction services based on budget quoted by VP or Operations.
Conduct annual employee evaluations of estimating staff as requested by VP and in conjunction with the guidelines provided by Human Resources.
Participate in Business Development pursuits and presentations.

Proficiency with computer applications including Timberline Estimating, Insite Earthwork Take-off, MEP takeoff systems, and Microsoft Outlook, Excel and Word
